ePlan lodgment information


In line with the policy to integrate land and property information services and provide electronic service delivery Land and Property Information New South Wales (LPI) is committed to adopting computer technology for the lodgment, examination, storage and dissemination of subdivision plans. This commitment is aimed at complementing the electronic measurement and design systems already being used by the majority of surveyors.

The electronic plan lodgment system, ePlan, provides an attractive alternative to the time consuming ‘paper’ process.

Amendments to the Conveyancing Act, Real Property Act, Strata Schemes Freehold and Leasehold Acts and the Community Land Development Act were incorporated in the Conveyancing Legislation Amendment (e-plan) Act 2002. The new Act commenced on 19 August 2002 following gazettal of the various amended Regulations.

Main provisions eplan legislation

  • The Act provides the legal basis for the electronic lodging of plans and accompanying documents.
  • Before a surveyor or other authorised person can lodge a plan electronically, he or she must be approved by the Registrar General and obtain a userid and password.
  • Requires other documents accompanying a plan to be lodged electronically except the Title Deeds, copies of court orders and certain other documents.
  • Signatures, seals and certificates are required to be endorsed on an approved form for signatures to be lodged electronically with the plan.
  • The approved form for signatures can also be used for plans lodged manually.
  • Where a plan and associated documents are lodged electronically, the documents bearing original signatures, eg approved form for signatures and 88B instrument are to be retained by the approved person for 12 months after the plan has been registered.

The various Regulations set out the full requirements for preparation and lodgment of the plan and accompanying documents.

For the purposes of the Act, a person approved to lodge plans electronically (approved person) can only be;

  • a NSW registered surveyor
  • a nominated representative of a surveyor’s company or
  • an authorised representative of a government agency

ePlan access

Access to ePlan is via the Survey Services Portal (SSP). To gain access to the ePlan electronic plan lodgment facility you must be an approved person referred to above and must apply for and be issued with a userid and password to the SSP. Once issued with a userid and password for the SSP you will automatically gain access to Level 1 menu options for ePlan. Level 1 enables the user to lodge plans for pre-examination only. Level 1 also enables the user to lodge test data to check compliance with LPI file specifications. Details on ePlan file specifications are available in the Surveyors Information Package shown below.

To gain access to Level 2 ePlan options and the ability to lodge plans for registration you must first lodge test data comprising all elements of a lodgment bundle. Approval to access level 2 ePlan options will only be given if the test data submitted meets LPI requirements. Once successful your ePlan menu options will be upgraded and you will be advised by email of your Level 2 availability.
